The role of framework agreements in the management of educational construction projects in Hanoi city
Abstract
In the context of Hanoi’s accelerated investment in renovating and constructing public school facilities, construction contract management should no longer be limited to signing construction contracts for individual packages, but should be expanded into a governance tool throughout the project life cycle. This study adopts a qualitative approach, combining legal analysis, practical project management analysis, and a synthesis of contract management theory to clarify the position of framework agreements within the construction contract system. The findings show that the main difficulties in school construction projects often arise at the interfaces among multiple work packages, such as construction, equipment supply, fire prevention and fighting systems, information technology, technical infrastructure, and post-handover operation. The study clarifies the role of framework agreements as a form of umbrella arrangement that establishes general principles regarding scope of work, technical standards, schedule, coordination, acceptance, payment, variation management, and risk allocation in the management of educational construction projects. The results indicate that, if properly designed in accordance with legal requirements and not used as a substitute for formal construction contracts, framework agreements can support risk control, reduce disputes, enhance transparency, and improve the management efficiency of school construction projects in Hanoi.
