A BWM-Weighted decision-support index for contractors’ bid/no-bid decisions in irrigation construction
Abstract
Contractors in irrigation construction often need to screen several tender opportunities before deciding whether to invest in full bid preparation. This study develops a BWM-weighted decision-support (DS) index for contractors' bid/no-bid decisions in irrigation construction. A TPB-TOE-based SEM model is used as a validation stage to identify constructs suitable for operational screening, and the Best-Worst Method is then applied to derive managerial weights from expert judgments. Survey data from 352 key informants and evaluations from nine specialists are used to construct and examine the index. The validation stage retained attitude, perceived behavioral control, technology, organization, and environment as inputs to the DS index, whereas subjective norm was not carried forward because it was not statistically significant. BWM assigns the highest weight to perceived behavioral control, followed by organization, environment, attitude, and technology. The resulting index classifies tender opportunities into three screening zones: do not bid, consider carefully, and recommend bidding. Internal distribution checks and six real tender cases suggest that the index can separate clearly favorable and unfavorable opportunities while flagging borderline cases for further managerial review.
