Tóm tắt

Nhu cầu đầu tư hạ tầng kỹ thuật tại Việt Nam ngày càng gia tăng, đặc biệt tại khu vực vùng Thủ đô Hà Nội, hình thức đối tác công – tư (PPP) được xem là giải pháp quan trọng nhằm huy động nguồn lực tư nhân. Tuy nhiên, các dự án PPP cũng tiềm ẩn nhiều rủi ro tài chính phức tạp, ảnh hưởng đến hiệu quả và tính bền vững. Nghiên cứu này nhằm nhận diện, phân loại và đánh giá mức độ ảnh hưởng của các rủi ro tài chính trong quá trình thực hiện các dự án PPP hạ tầng kỹ thuật tại khu vực này. Trên cơ sở tổng quan tài liệu, tham vấn chuyên gia và khảo sát thực tiễn, nghiên cứu đã xác định 29 rủi ro tài chính, chia thành 6 nhóm. Dữ liệu được phân tích định lượng bằng SPSS và chỉ số RII. Kết quả cho thấy nhóm rủi ro hợp đồng và phân chia tài chính có ảnh hưởng lớn nhất, tiếp theo nhóm rủi ro về vốn và huy động tài chính. Bên cạnh đó, nghiên cứu đề xuất một số giải pháp nhằm kiểm soát rủi ro, góp phần nâng cao hiệu quả triển khai các dự án PPP tại đô thị lớn như Hà Nội.
