Tóm tắt

Thị trường bất động sản (BĐS) xanh tại nhiều quốc gia đang phát triển, trong đó có Việt Nam, đang mắc kẹt trong "vòng xoáy luẩn quẩn" do bất cân xứng thông tin. Người mua không phân biệt được chất lượng xanh nên không chấp nhận trả phần chi phí đầu tư xanh tăng thêm. Chủ đầu tư không thu hồi được chi phí đầu tư xanh tăng thêm nên không mở rộng cung. Ít giao dịch dẫn đến thiếu dữ liệu thị trường để chứng minh giá trị, rồi quay lại thiếu thông tin. Khảo sát của IFC (2022-2023) tại Việt Nam cho thấy khoảng cách lớn giữa mức sẵn sàng chi trả cho công trình xanh và tỷ lệ giao dịch thực tế, phản ánh cầu tiềm ẩn tồn tại nhưng không chuyển hóa thành giao dịch khi người mua thiếu thông tin. Bài báo phân tích kinh nghiệm phá vỡ vòng xoáy này tại Singapore, Hoa Kỳ, Trung Quốc và Úc. Trên cơ sở đó, bài báo rút ra bài học và đề xuất lộ trình phù hợp với điều kiện Việt Nam hiện nay.
