Tóm tắt

Đầu tư công trong xây dựng đóng vai trò quan trọng đối với phát triển hạ tầng và cung cấp dịch vụ công, nhưng nhiều quốc gia vẫn phải đối mặt với tình trạng chậm tiến độ, vượt chi phí và hiệu quả sử dụng vốn thấp. Trong bối cảnh đó, Thiết kế theo Giá trị Mục tiêu (TVD) được xem như một tiếp cận quản trị giá trị mới, trong đó mục tiêu giá trị của dự án được xác lập ngay từ giai đoạn đầu và chi phí cho phép được sử dụng như một ràng buộc chiến lược để dẫn dắt quá trình thiết kế. Bài báo này, áp dụng phương pháp tổng hợp tài liệu có cấu trúc kết hợp với phân tích so sánh các trường hợp điển hình, được tiến hành nhằm phân tích cơ chế vận hành của TVD và so sánh kinh nghiệm triển khai trong các dự án đầu tư xây dựng sử dụng vốn công dưới các bối cảnh thể chế khác nhau. Kết quả cho thấy hiệu quả của TVD phụ thuộc mạnh vào mức độ tương thích giữa cơ chế vận hành của phương pháp này với cấu trúc quản trị đầu tư công, đặc biệt liên quan đến mô hình hợp đồng, cơ chế trách nhiệm giải trình, khả năng tham gia sớm của các bên liên quan và hạ tầng dữ liệu số. Trên cơ sở đó, nghiên cứu đề xuất các hàm ý thể chế và lộ trình triển khai TVD cho Việt Nam, nhấn mạnh vai trò của thí điểm chính sách, chuyển đổi số và nâng cao năng lực của chủ đầu tư công nhằm từng bước chuyển dịch từ quản lý chi phí hành chính sang quản trị giá trị dự án.
